UGC-TEC Consortium Agreement
A Consortium Agreement is under operation between the University Grants Commission (UGC) of India and the Tertiary Education Commission (TEC) of Mauritius. The First Consortium Agreement was reached in December 1992 in Mauritius. The Indian delegation was led by Prof. Ram Reddy, then Chairman of the UGC and the Mauritian delegation was headed by Sir Victor Glover, then Chairman of the TEC.
The Second Consortium meeting took place in February 1994 in Delhi where agreement was renewed. The Mauritian delegation comprised the then Chairman of the TEC Board, the Executive Director and Secretary of the TEC and the Heads of the Tertiary Education Institutions (TEI).
Under the Third Consortium Agreement, covering the period 2001-2006, the TEC received the support of the UGC in promoting the qualitative development and professional upgradation of the Mauritian academia. During this period, 23 Mauritian nationals benefited from the UGC-TEC Agreement.
The Fourth Consortium Agreement between the UGC and the TEC was signed in April 2007 in Mauritius. The Agreement was signed by Prof. Sukhdeo Thorat, Chairman, UGC and Prof. Donald Ah-Chuen, Chairman, TEC.
Under the agreement the UGC will (1) assist in the identification and selection of experts to carry out specific projects and supervisors for M.Phil/Ph.D. (2) provide TEC with list of universities with whom Mauritian Scholars can seek collaboration, (3) assist to identify external examiners for the different programmes offered at the TEIs, (4) facilitate the access to online journals and other research publications, (5) assist in developing linkages for publication in Indian journals particularly with the editor of the journal, (6) help to establish linkages with groups of researchers from specialized themes, (7) assist in the participation of Annual conferences on thematic issues and preparing joint research papers, (8) identify Institutions and laboratories for research purposes and facilitate the analysis of samples, collection of materials and use of equipment, (9) assist and advice TEC on the functioning of the upcoming Open University of Mauritius (OUM) and Language Institute of Mauritius (LIM).
The TEC will (1) promote research on the Indian Diaspora for the Indian Scholars, and develop a programme for undertaking joint research on the Indian Diaspora and (2) help in the sharing of knowledge, experience and expertise in regard to areas such as textile engineering, marine sciences, sugarcane technology and its by products, tourism and hospitality management and quality assurance and standards.
